Moxii Africa, rebranding from Media Monitoring Africa, played a leading convening and facilitation role at the 2026 International Conference on Digital Platform Governance (ICDPG), hosted at the University of Pretoria, Future Africa Campus, 12-13 February 2026. The ICDPG brought African regulators, policymakers, civil society, and international partners together to strengthen rights-based digital platform governance on the continent.
At the centre of Moxii Africa’s engagement was the ACHPR Resolution 630, a landmark African human rights instrument that addresses information integrity, platform accountability, and freedom of expression in digital spaces, alongside Resolution 631 on public service content. Through two strategically linked sessions, a closed-door regulators’ roundtable and an open consultative session, Moxii Africa, in collaboration with the SOS Support Public Broadcasting Coalition, supported African regulators in shaping practical, context-sensitive Guidelines for the implementation of these resolutions.
Adopted by the African Commission on Human and Peoples’ Rights (ACHPR), Resolution 630 addresses technology companies’ responsibility towards safeguarding information integrity, particularly during elections, public health emergencies, and times of crisis. The resolution calls for independent fact-checking, human rights impact assessments, and stronger accountability mechanisms for technology companies operating in Africa.
Moxii Africa’s session provided a structured space for African regulators to reflect on how these commitments can be translated into workable governance frameworks that uphold freedom of expression, access to information, privacy, and due process, in line with the African Charter.
Recent consultations on Resolutions 630 and 631, including a multi-stakeholder dialogue held in Pretoria, highlighted the urgent need for direct engagement with digital platforms in the Guidelines development process. Participants, including former ACHPR Commissioner and current Chairperson of the Information Regulator, Adv Pansy Tlakula, stressed that regulators cannot advance platform accountability in isolation and that meaningful progress depends on securing buy-in from technology companies themselves.
These discussions also underscored the importance of multi-stakeholder collaboration, bringing together regulators, civil society, academia, fact-checkers, and platforms to address online harms while safeguarding fundamental rights.
The consultations further explored emerging solutions to strengthen platform accountability, including proposals for independent oversight mechanisms, such as an online ombud model, to improve redress, coordination, and coherence across regulatory mandates.
Media and information literacy (MIL) featured prominently in the discussions, with regulators recognising its importance while also highlighting the need for Africa-specific approaches that account for disparities in access, literacy levels, and connectivity, particularly in rural and underserved communities.
Through its participation at the Conference, Moxii Africa reinforced the message that African regulators and civil society are actively shaping digital platform governance, rather than merely responding to global norms developed elsewhere. The sessions contributed written and oral inputs to the process of developing Guidelines, helping ensure they are grounded in African realities and capable of meaningful implementation.
Moxii Africa is undertaking this work in collaboration with UNESCO and aligned with EU-supported initiatives, strengthening the connection between African human rights frameworks and global digital governance debates.
