Moxii Africa at the African Editor’s Congress

Moxii Africa led a consultative roundtable with African editors on the implementation of ACHPR Resolution 630 at the African Editors Congress on 24 February 2026. Resolution 630 is a landmark African human rights framework addressing information integrity, platform accountability, independent fact-checking and freedom of expression online.

Convened by The African Editors Forum (TAEF), the Congress aimed to confront the crisis facing journalism on the continent and brought together editors, journalists, and media leaders from across the continent to strengthen ethical journalism, promote press freedom, and address emerging challenges facing the media in Africa. The Congress serves as a key platform for dialogue between media professionals, regulators, and civil society on safeguarding democracy and strengthening Africa’s information ecosystems.

At the Congress, Moxii Africa facilitated discussions on how ACHPR Resolution 630, adopted by the African Commission on Human and Peoples' Rights, can be translated into practical action within newsrooms and media systems. This consultative session was held jointly with SOS: Support Public Broadcasting Coalition, responsible for developing Guidelines for ACHPR Resolution 630 on public service content. Both Resolutions provide a rights-based African framework to ensure digital platforms respect freedom of expression while addressing harmful content, promoting public service content and protecting information integrity. Moxii Africa and SOS: Support Public Broadcasting Coalition are developing Guidelines for Resolutions 630 and 631, respectively, on behalf of the Special Rapporteur for Freedom of Expression and Access to Information in Africa and with UNESCO’s support. The session was moderated by the President of the African Editor’s Forum, Churchill Otieno, with participation from John Okande from UNESCO who underscored the importance of supporting the drafting of these guidelines.

“This consultation created an important space for African editors to engage directly with a continental human rights instrument that shapes the future of digital platform governance and protects and promotes media freedom,” said Lister Namumba-Rikhotso, Programme Manager for Monitoring, Research, and Analysis at Moxii Africa. “African media are not just observers of global digital debates, they are active contributors to developing solutions grounded in African realities and human rights standards.”

Moxii Africa’s participation forms part of its broader work under the Promoting Information Integrity in Africa Projectsupported by UNESCO within the framework of the EU-funded project, "Safeguarding Freedom of Expression and Access to Information through the implementation of UNESCO’s Guidelines for the Governance of Digital Platforms.”

The consultation outcomes will contribute to ongoing continental efforts to operationalise Resolution 630.
