Moxii Africa’s submission to the Parliament Portfolio Committee on Communications and Digital Technologies on the ECA Amendment Bill 2026

The submission criticises decades of delayed broadcasting policy and proposes specific legislative amendments, including a "use it or lose it" spectrum principle for broadcasters, removing geographic limits on community-of-interest broadcasting services, and relaxing outdated ownership and control restrictions on commercial broadcasters. Moxii requests an opportunity to present these proposals orally to the Committee.
